Philippines Class A CMDN: Which Portal Handles the Initial Filing?

Check which portal handles an initial Philippine Class A medical-device notification, who owns each piece of evidence, and what a submitted application summary does and does not establish.

Why does the filing channel depend on transaction state?

Suppose a distributor in Manila asks a foreign manufacturer for documents to start a consumable line, while another colleague mentions an old pending application. Before anyone uploads the same product again, establish whether the team is discussing an initial application, an existing pending case, an issued certificate approaching renewal, or a change to an existing authorization. Record the exact product and applicant beside that answer. This is a coordination check, rather than a new FDA requirement.

The Philippine framework distinguishes Class A notification (CMDN) from Class B, C and D registration (CMDR). AO 2018-0002 excludes IVD and refurbished devices from its scope. Under Section V.2, the applicant uses the CDRRHR classification list; where the product is not listed, classification follows intended use and ASEAN Medical Device Directive rules. CDRRHR verifies the applicant’s classification and can reclassify the device.4

An overseas class label or CE certificate cannot settle that Philippine assessment. Keep foreign certificates as supporting records, with their actual jurisdiction and product scope identified. The existing CE certificate verification guide can help with that separate document check. Do not use a supplier’s catalogue category as the sole reason to select the Class A portal.4

What moved to eServices during the 10 March 2025 cutover?

Advisory 2025-0189 directs licensed medical-device establishments to submit initial Class A CMDN applications through eServices from 10 March 2025 and deactivates ePortal for that new intake. Circular 2025-007 supplies the operational framework: Section III limits it to initial Class A CMDNs; Section V.A–D covers the channel, pending ePortal processing and access without creating an account or password.12

Use the official CMDN initial application module. Circular 2025-007 points to its Annex A for filing and Annex B for checking status and downloading an approved CMDN. Those are distinct activities: starting a form, recording submission and downloading an issued authorization should occupy separate fields in the distributor’s launch record.13

The circular preserves the existing CMDN number format, illustrated as CDRRHR-CMDN-YYYY-XXXXXX. Copy the actual issued number rather than manufacturing a number from a payment receipt or shortening it in product records. This guide does not prescribe a current screen sequence, upload field list, fee amount or processing-time estimate.1

The cutover date comes from the advisory. Do not infer the circular’s signature or actual legal effectivity date from its issuance number or website upload folder; its Section X gives a separate publication-and-filing effectivity formula.12

Can pending ePortal cases be re-filed without paying another fee?

No fee transfer is promised. Circular 2025-007 Section V.C keeps ongoing initial ePortal applications in that system. Advisory 2025-0189 says existing Class A applications do not need to be filed again in eServices. If the applicant nevertheless chooses a new eServices filing, a separate fee applies and previous ePortal payments will not be credited.12

Before choosing a fresh filing, ask the original applicant to retrieve the existing application reference, submitted product identity, latest FDA correspondence and payment record. Compare those with the proposed new file. This prevents two teams from treating the same device as both unfiled and pending. It also gives the commercial team a clear explanation for any second payment request.

The advisory’s non-credit rule does not itself establish a general refund policy, require withdrawal of the old case, preserve a guaranteed queue priority or promise faster evaluation through eServices. Ask FDA about case-specific handling before changing course. Record who authorized a fresh filing and which assessment/payment belongs to it.2

Who owns the filing: licensed applicant or foreign manufacturer?

Advisory 2025-0189 addresses licensed medical-device establishments. AO 2018-0002 defines a License to Operate (LTO) as an establishment authorization, separately from device notification and registration. The applicant definition includes manufacturer, trader and distributor/importer/exporter roles. For an imported line, establish the proposed Philippine applicant, its appropriate licence and its relationship to the foreign manufacturer before assembling the submission.24

The division below is a suggested working arrangement. It does not replace the current legal and technical requirements. Circular 2025-007 Section VI.A refers applicants to AO 2018-0002 or subsequent amendments, while AO Section VII.A.3 identifies separate legal and technical annexes. Have the applicant confirm the applicable checklist and document formalities from current FDA material; a general supplier qualification pack is not automatically a complete CMDN dossier.14

  • Applicant: Confirm the classification basis and transaction state; identify the correct channel; maintain the application, payment and FDA correspondence records. Name a responsible person and backup contact so a document request does not stop when one employee is absent. The contact arrangement is a recommended coordination control.
  • Manufacturer: Identify the exact legal manufacturer, product name, model/variant and intended use, and discuss which current labels, instructions and technical documents can be supplied. Where the applicant requests an authorization letter or other formal document, confirm its scope, signatory and required form before arranging it.
  • Both teams: Reconcile names and model codes across the product sheet, proposed label and application reference. Record each unresolved mismatch rather than silently treating similar names as identical devices. Preserve the document revision supplied and the person who accepted it for the proposed filing.

There is also an explicit national labeling step after authorization: AO 2018-0002 Section VII.A.2 names the importer’s name/address, the exclusive distributor’s name/address where applicable, and the CMDN or CMDR number on product labels before sale and distribution. These are identified national fields, rather than a complete labeling specification. Do not invent a certificate number while preparing draft artwork.4

Choose the matching row, then add your own proof references and responsible person. The channel rules below are sourced; owner assignments, reconciliation checks and follow-up actions are editorial recommendations. A receipt records payment, and a submission reference records an application event. Neither should be relabeled as an approved product certificate.

Manufacturer-to-applicant evidence handoff and document controls

Use a compact handoff register rather than asking for “all certificates.” For every item below, add the document reference, revision/date, owner and open question. The table deliberately distinguishes provisions verified in the cited instruments from useful buyer controls. It does not declare CFS, ISO 13485, notarization, apostille or any other item universally mandatory for an initial Class A CMDN.

Evidence handoff: verified rules and suggested controls

If the manufacturer can provide only part of the requested pack, record the gap and its consequence for the applicant’s next step. Do not substitute a general quality brochure for a requested product-specific record. Equally, do not promise that full audit files, validation reports or legalizations are available until the supplier has confirmed what can be released for that model and purpose.

How do new higher-class requests differ from pilot cases?

Advisory 2025-0189 says the flexibility for new CMDN applications for Class B, C and D devices outside the registrable list ended on 30 September 2024, referring to Circular 2024-003. It directs those devices to CMDR. The same advisory preserves processing of existing B/C/D applications submitted through eServices during pilot implementation.2

Keep these two statements together. The closure of new higher-class CMDN intake does not mean every historic higher-class CMDN or pilot reference is invalid. Ask for the original submission record, actual certificate if issued, and current status. The advisory’s pilot-continuity paragraph does not establish the validity of an individual certificate indefinitely. Detailed CMDR documentation, renewal deadlines and fees fall outside this initial Class A handoff.2

Tender reality: application summary versus approved CMDN

Bicol Medical Center’s Addendum No. 02, dated 1 April 2026, concerns the anesthesia-supplies framework tender F-IB No. 2026-04. Its amendment to ITB 27.1 allows a Class A initial application to be considered at post-qualification only if filed before the deadline for submitting and receiving bids, supported by an FDA Product Application Summary. It separately conditions payment processing on submission of the approved CMDN.6

This is a dated example of two different proof requirements, not an open-tender announcement or a nationwide procurement rule. The cited payment sentence does not itself say delivery is prohibited. Nor does conditional acceptance of a summary grant an import or marketing authorization. Verify the actual tender, FDA status and applicable requirements before making a commercial supply commitment.46

For a similar buyer discussion, put the application summary and the approved certificate in separate columns of the launch file. Ask the bidder which document is accepted at each stage and what happens if FDA has not issued a decision by the contractual milestone. Agree how unresolved authorization affects the order and payment schedule; the article does not supply a statutory penalty formula or a promised approval date.

The FDA public CMDN list is a supplementary lookup route. If a lookup cannot be completed, request the issued certificate and seek status confirmation with FDA as needed. An unavailable search result alone establishes neither authorization nor invalidity. Preserve the evidence actually checked and any unanswered identity or scope question.7

Where VEMERIX fits—and where Philippine due diligence begins

The VEMERIX NPWT drainage dressing kit specifications illustrate why product identity comes before portal selection. The public page identifies PVA/PU variants and a Class II label, without assigning that label a jurisdiction. It does not establish Philippine Class A eligibility or an issued Philippine authorization.5

A prospective distributor should therefore identify the exact variant and intended use, then document the Philippine classification basis with the applicant. Do not infer a class from foam material, connector shape or an assumed wound claim. This guide does not classify the NPWT kit or recommend a clinical use. If the local assessment places a proposed device outside Class A, the initial CMDN route is not the right filing choice.245

For a product and document discussion, send VEMERIX the model/variant, intended use, proposed licensed applicant, classification basis and any existing application/certificate reference. Review the manufacturer quality information, then discuss the product and document handoff. Ask which current identity, labeling and authorization documents can be supplied. This is a request to establish availability, rather than a promise of a complete Philippine dossier, appointed local distributor or registration outcome.

Frequently asked questions

Do we need an eServices account for an initial CMDN?
The cited circular and implementation advisory remove account/password creation as an access requirement. That does not remove the applicant’s licence or product-document obligations, and it is not a statement about every other FDA service module.12

Must a pending ePortal Class A case be filed again?
No. Keep the original case reference and confirm its status. A voluntary fresh eServices filing has a separate fee; previous ePortal payments are not credited. The advisory does not promise a shorter turnaround for choosing that option.12

Where do an existing CMDN renewal and variation go?
Circular 2025-007 Section V.F directs them to fdac.letters@fda.gov.ph under the referenced provisions of Circular 2020-026 and amendments. Section V.G anticipates separate updated procedural guidance. Confirm the operative instructions before sending; do not treat a renewal as a new initial filing just because eServices is available.1

Does an application summary prove approval?
No. AO 2018-0002 distinguishes an approved CMDN from an application. Bicol’s dated tender illustrates a conditional use of Class A filing proof at post-qualification while retaining a separate approved-CMDN condition for payment. Other tenders and transaction stages require their own checks.46

Can an overseas Class II or CE label establish Philippine Class A?
No. Keep the actual foreign record and its scope, but have the applicant document the Philippine assessment under AO 2018-0002 Section V.2, subject to CDRRHR verification. A catalogue label alone is insufficient for choosing the initial CMDN route.4

When should this routing decision be checked again?
Recheck when FDA issues later initial/renewal/variation guidance, changes an annex or channel, or the product, intended use, applicant or existing case changes. Circular 2025-007 expressly allows annex updates and anticipates separate renewal/variation guidance. This review is a dated routing reference, rather than a guarantee that every future transaction follows the same procedure.1
