Medical Consumables Tender Evidence: WHO and UNICEF (2026)

Check specification age, configuration-level evidence and delivery conditions before approving a medical-consumables offer.

Start by identifying the document that governs the offer

An export manager preparing a tender response faces several questions that look similar on a spreadsheet. Is the proposed product technically suitable? Can it legally enter the destination market? Does the buying organization accept the manufacturer's evidence? Can the contracted quantity arrive with enough remaining shelf life? Will the price cover the obligations being accepted? A single certificate answers only a small part of that sequence.

This report addresses the manufacturer and distributor preparing a bid for single-use medical consumables. Its method is to examine public technical documents, test what can be calculated from the accompanying datasets and translate the findings into a reviewable offer. The resulting matrix is an editorial recommendation. Each buyer's solicitation, amendments and agreed contract determine the actual acceptance criteria.

Consider a hypothetical offer for a sterile consumable in two sizes. The factory may use the same quality system for both, while the performance reports, packaging configuration and registration identifiers differ. A certificate filed under the company name can be current even when one size lacks the evidence requested for that bid. The first useful unit of review is therefore the offered configuration: product reference, size, materials, intended use, manufacturing site, sterilization route and packaging presentation.

Create a document hierarchy at the start. Record the solicitation and its latest amendment, its referenced technical specification, applicable destination requirements and the supporting standards. Keep general reference material in a separate column. When documents disagree, raise a precise clarification through the buyer's stated process. Silently choosing the easiest wording leaves the offer's conformity unresolved.

The hierarchy also prevents a common analytical error: treating every public institution as a procurement standards body. WHO device sheets, UNICEF technical requirements and US Medicare payment data each answer different questions. Their combined value comes from preserving those differences. The WHO and CMS calculations below are documented in the downloadable evidence supplement so a reader can inspect the denominators behind the recommendations. 1

What the WHO collection actually contains

WHO publishes one workbook covering 61 medical devices and another covering 13 devices associated with life-saving commodities. The publication pages date them to 2014 and 2013 respectively. We examined the normalized fields from both workbooks: 4,070 rows representing 74 sheets. This is a count of specification sheets across two collections, rather than a claim that WHO maintains 74 current single-use consumable standards. 2 3 1

The distinction matters because the larger workbook includes ventilators, monitors, operating tables, diagnostic imaging equipment, scales and other equipment. Its syringe entry is a syringe pump. The smaller workbook includes reuse-prevention and conventional syringes, a sharps container and suction items, alongside equipment such as a scale, a manikin and a stethoscope. A wound-dressing exporter searching this collection should first establish whether a relevant product sheet exists; the collection's size says little about coverage of that particular product. 1

WHO's user guide explicitly asks users to adapt specifications to local legislation, operating conditions, languages and clinical context. It also explains that accessory and consumable quantities can be adjusted to local use. This makes the sheets a starting point for a purchasing specification, with adaptation built into their intended use. 4

Our field audit makes the scope visible. Seventy-three sheets contain an international-standards entry, but only seven have a nonempty sterility-on-delivery field, nine a shelf-life field and four a labeling field. These counts measure populated cells. A blank cell can reflect an irrelevant field, incomplete historical documentation or information expressed elsewhere; it establishes no exemption from a current labeling or sterility requirement. 1

The right use of this result is to identify questions requiring a more specific source. A bidder can borrow the organization of a sheet: intended purpose, detailed performance, materials, supplies, transport, training and documentation. It should then fill those questions from the correct product specification and current solicitation. Treating every blank cell as a requirement waived by WHO would invert the purpose of the template.

For a sterile dressing, for example, the useful exercise is to specify the offered dimensions, intended application, packaging presentation and validated expiry, then ask which evidence the buyer requires for each. A ventilator sheet's maintenance field offers little help with the dressing's sterile barrier. For a reusable pump supplied with disposable sets, the equipment and consumable parts may need separate evidence rows even when sold as one commercial package.

A 2026 download can contain a 2013 requirement

All 74 recorded modification dates in the audited workbooks fall between June 2012 and July 2014. Fifty-five sheets record June 18, 2014; eight record July 4, 2014; ten record September 16, 2013; and one records June 13, 2012. The August 2026 capture date describes when the files were collected. It does not make their technical content a 2026 revision. 1

The standards strings confirm the problem. ISO 13485:2003 appears in 69 sheets and ISO 14971:2007 in 70. Those are document-content observations, with each sheet counted at most once per string. They describe the historical workbook, not the editions a current tender will accept. ISO identifies ISO 13485:2016 as the current published edition and lists the 2003 edition as withdrawn. 1 5

A practical standards register needs more than a number copied from a PDF. Give each entry five fields: the edition named by the buyer, the edition used in the test report, the current publisher status, the destination's recognition or harmonization position where relevant, and the agreed treatment of any difference. The person deciding whether existing testing remains applicable should record that reasoning. A sales coordinator can collect these records; technical and regulatory owners must resolve their meaning.

A newer document can still require careful interpretation. WHO's January 2026 technical requirements for medicines and health products includes a medical-device annex asking for product identification, relevant quality and regulatory evidence, risk and biological evaluation, applicable sterilization evidence and product-specific safety standards. Much of the surrounding document concerns pharmaceuticals. Read the device annex in context and confirm which provisions the solicitation incorporates. 6

Suppose an old attachment names a superseded standard while the tender portal asks for a current conformity declaration. The response should identify the discrepancy and ask whether an updated edition, a gap assessment or additional testing is acceptable. Replacing the reference without explanation can obscure what was actually tested. Repeating the obsolete reference without checking can create an inaccurate conformity claim. The clarification record becomes part of the offer's evidence trail.

There is a useful commercial consequence. Version checking can change the bid decision before significant submission effort is spent. If the required evidence applies to an untested configuration, the team needs a credible completion date or a narrower offer. A red row in the matrix is valuable because it identifies a decision while options remain open.

Qualification evidence comes from technical requirements

UNICEF's generic medical-device requirements distinguish manufacturers' ISO 13485 evidence from suppliers' ISO 9001 evidence. They also address accepted market-clearance documentation, product information, conformity declarations, applicable testing, instructions and packaging. Their shelf-life provisions normally expect at least five years, subject to exceptions, and two-thirds remaining at delivery unless UNICEF authorizes otherwise in writing. Sterile-device deliveries require batch and sterilization documentation. These are specific UNICEF provisions whose applicability must be checked against the offer. 7

The distinction between manufacturer and supplier changes the work assignment. A distributor may prepare the commercial offer and shipping plan while relying on a separate legal manufacturer for technical documentation. The matrix should identify who possesses each record and who is authorized to answer follow-up questions. An account manager's assurance that a certificate exists is weaker evidence than a current, scoped document linked to the offered product and site.

An illustrative shelf-life calculation shows why delivery planning belongs in technical review. For a product with a supported total shelf life of 60 months, a two-thirds requirement means at least 40 months remain at delivery. A batch already 17 months old with four months planned for allocation and transport would arrive with 39 months remaining. Under those assumptions it misses the threshold by one month. This is planning arithmetic, not a forecast of any supplier's lead time. A compliant plan would require a fresher batch, a feasible schedule adjustment or the buyer's written acceptance of an exception. 7

Set the milestone explicitly. Remaining shelf life at factory release, shipment and contractual delivery can differ substantially. A bid that calculates against the wrong milestone can look compliant in its technical annex and fail its own delivery assumptions. Record the manufacturing date basis, expiry basis, planned transit and contingency allowance alongside the acceptance point.

A batch certificate and a validation file also answer different questions. One connects delivered goods to a particular batch and release; the other supports a process or product claim over its defined scope. Keep both in the matrix when requested, with access controlled according to the sensitivity of the underlying records. The publicly shareable summary should still identify the relevant report, version, product coverage and conclusion clearly enough for the buyer to know what further evidence to request.

The public price tables examined later contain no rejected dossiers or evaluation score sheets. They therefore supply no denominator for a claim about the most common elimination cause, and no basis for ranking which certificate wins tenders. A manufacturer can use the technical requirements to identify obligations without inventing a causal story from the names of successful suppliers.

Product-specific prequalification is a separate evidence task

The WHO protocol for auto-disable syringes provides a more precise example than a generic certificate list. Its dossier rules distinguish nominal syringe volumes and manufacturing sites; they request supporting test documentation and raw data. The protocol also addresses production samples, calibration evidence and visual inspection records. Evidence from a different design, volume or manufacturing location needs the specified prior agreement before substitution. Those provisions belong to this particular prequalification route. 8

For a hypothetical supplier offering two volumes from two sites, the resulting dossier map contains four volume-and-site combinations. Shared corporate procedures can still be referenced where applicable, but each combination needs its own review against the protocol. The useful question for management is whether the company has evidence for the exact combinations it wants to offer, rather than whether the brand has ever obtained a prequalification listing.

An evidence matrix makes that visible without multiplying every document unnecessarily. Start with one row per requirement and add columns for each configuration. A shared report should state its scope and the rationale for covering more than one column. A configuration outside that scope remains open until the responsible reviewer accepts additional evidence. This is a proposed way to organize the work, rather than a claim that all buyers prescribe this spreadsheet format.

WHO's immunization-device listing adds another check: the status of the exact product and site at the relevant time. The published records identify prequalification status and validity, with instructions concerning suspended or withdrawn products. A historical award, an old screenshot or a similar product name needs reconciliation with the current record. 9

The same reasoning is useful for other consumables while their requirements remain product-specific. A single-use laser fiber needs evidence about the offered fiber and its intended compatible equipment. A dressing needs evidence relevant to its materials, intended use and packaging. Syringe prequalification rules should never be copied wholesale onto either category merely because all three products are sterile and single-use.

For procurement, this produces a precise clarification request: identify the legal manufacturer, site, product reference, size, intended use, relevant authorization or qualification, and the evidence covering the offered configuration. That request is easier to answer and evaluate than an open-ended demand for every certificate the company holds.

What UNICEF price records can and cannot establish

UNICEF publishes separate price records for auto-disable syringes, reuse-prevention syringes and safety boxes. The tables distinguish presentation, supplier, FCA location, product, currency and contract year. Their notes describe fixed base prices under long-term arrangements and explain that discounts or surcharges can fall outside the displayed values. Read those fields together before comparing any two numbers. 10 11 12

An empty year cell has an explicit meaning in these records: no long-term arrangement for that supplier, product and year. It should remain missing in a price analysis. Converting it to zero would create a fictitious free product and distort averages. A supplier's legal-registration country and the named FCA departure location are also distinct fields; neither should be silently relabeled as the manufacturing origin. 12

For a tender team, the first output should be a comparability statement. Specify the device presentation, year, currency, unit, named delivery basis and any missing cost components. Only then ask whether the record is relevant to the proposed offer. A price for an immunization syringe under a long-term arrangement supplies little direct information about a sterile surgical kit with a different evidence package and delivery obligation.

Use a separate worksheet for a hypothetical landed-cost scenario. Start with a comparable product price, then identify freight, handling, insurance where relevant, import costs, storage and the contract's service obligations. Mark every input as quoted, historical or assumed. Keeping assumptions visible prevents a low public base price from becoming an unsupported claim about what a distributor should charge.

The absence of a score sheet is equally important. An awarded supplier's price row proves neither that its dossier was uniquely strong nor that the lowest price determined the award. The technical qualification requirements explain what a supplier must address; the price record describes a limited commercial observation. Combining them can improve preparation, but establishing why a supplier won would require the actual evaluation record.

This distinction is useful during bid approval. Quality and regulatory staff can sign off the evidence state, operations can assess delivery feasibility, and commercial staff can evaluate price assumptions. A single overall green status should follow those separate decisions. It should never conceal a red technical row behind an attractive margin estimate.

Medicare data provides a channel signal, with a defined denominator

CMS publishes physician and other-practitioner utilization and payment data organized by geography, service code and setting. The selected export used here covers six code families from 2013 through 2024. Of its 20,830 rows, 761 are national code-and-setting observations; we use only those national rows. Adding state rows to national rows would count the same activity twice. 13 1

The analytical unit is a service unit associated with a code and setting. It can differ from an operation, a patient, a treatment course or a disposable product. CMS's data dictionary distinguishes service counts from beneficiary and beneficiary-day measures. Our analysis sums service units within defined code baskets; it deliberately leaves beneficiary and provider counts unsummed across those baskets because the same person or provider can appear in several rows. 14

The six selected families show different trajectories. Debridement service units rise from 2,137,048 to 3,708,207; sclerotherapy from 115,654 to 215,976; and NPWT from 57,287 to 67,221. The selected endovenous-ablation basket changes from 179,455 to 180,945. Vein-surgery units decline from 33,742 to 18,723, and circumcision-related units from 14,052 to 6,904. These are results for selected fee-for-service Medicare codes, with code definitions and composition affecting interpretation. 1

For a consumable manufacturer, the figures justify further channel investigation rather than a direct production forecast. The circumcision basket, for example, reflects a Medicare population and selected billed services. Using its decline to describe the worldwide circumcision-device market would require population, payer and procedure evidence far beyond this file. Similarly, the endovenous basket combines several treatment codes and should never be labeled a census of laser-fiber consumption.

The debridement result illustrates the unit problem particularly clearly. In 2024, base codes 11042, 11043 and 11044 account for 2,652,945 units, while add-on codes 11045, 11046 and 11047 account for 1,055,262. The latter represent additional coded work within the treatment structure. 15 Even the base-code subtotal remains a claims measure; repeated treatment and code use prevent equating it with unique patients or purchase orders. 1

The purchasing question therefore needs a second dataset. Ask the intended customer about its actual treatment protocols, product utilization, contracted suppliers and purchasing units. Reconcile those observations with the relevant payment setting. A service may use several consumables, one product may support several services, and some supplies may be bundled into another payment. The claims series helps prioritize a conversation; the customer's verified workflow supplies the conversion assumptions.

Test whether code composition changes the commercial story

We repeated the comparison while holding the code basket to codes observed in 2013. This sensitivity analysis changes several apparent trends. Sclerotherapy reaches 215,976 units in the full 2024 basket but only 93,894 in the fixed basket, compared with 115,654 in 2013. NPWT reaches 67,221 in the full basket and 53,045 in the fixed basket, compared with 57,287 initially. The endovenous basket reaches 180,945 in full and 125,813 under the fixed selection. 1

Neither calculation is the sole correct market definition. The full basket captures the selected codes available in each year; the fixed basket exposes sensitivity to composition. Codes can change in meaning, treatment can shift between settings and newer approaches can replace older ones. Holding code numbers constant controls only one part of that problem. The useful finding is that a headline growth percentage depends on choices that should be visible to the person funding market entry.

Payment adds another layer. We calculate the service-weighted mean as the sum of each row's service units multiplied by its average Medicare payment, divided by total selected service units. For NPWT, that nominal mean rises from approximately $23.39 to $43.52, an increase of about 86%. Restricting the 2024 calculation to the 2013 code basket instead gives approximately $21.87. The mixed-basket increase therefore supports no conclusion that payment rose uniformly for the same service or that a dressing supplier can charge 86% more. 1

These payment amounts are practitioner claims measures for the selected file. A DMEPOS fee schedule is a separate payment resource covering durable medical equipment, prosthetics, orthotics and supplies. Its published amounts and instructions must be read with the applicable code, coverage conditions and setting. Neither dataset is a product procurement specification, an FDA authorization or an offer to purchase from a particular manufacturer. 16

Before building a revenue model, document the chain from the clinical service to the product actually supplied. Identify the payer population, setting, code, billing entity, product unit, covered conditions and relevant contract. Then attach evidence to each assumption. If the chain breaks at product use per service, leave the demand conversion unresolved rather than filling it with one device per claim for convenience.

For a bid team, this separates two budget decisions. Regulatory and technical work establishes whether the product can be offered. Channel research establishes whether that offer merits investment. Large service counts can support prioritization, but a dossier should be commissioned against an identified route and a plausible customer need, with assumptions exposed for review.

Build the evidence matrix around the offered configuration

The matrix proposed here has one row per requirement and six practical fields: source and version, applicability, offered configuration, evidence reference, gap owner and release decision. It should be small enough to review and precise enough to expose disagreements. A row marked complete should identify the document and its applicable scope, rather than merely record that someone has seen a similar certificate.

Start with product identity. Use the manufacturer's product reference, the commercial label where different, the site, the intended use and the offered sizes or variants. Connect that identity to the authorization or conformity evidence required for the destination. FDA describes a 510(k) as a premarket submission demonstrating substantial equivalence where that route applies; clearance, registration and listing are distinct regulatory concepts. A broad company registration should therefore never be substituted for the product-specific record being requested. 17

Next map the quality-system evidence to the organizations performing the work. Identify the legal manufacturer, critical subcontractors and sterilization site as relevant to the offer. In the United States, FDA's Quality Management System Regulation became effective on February 2, 2026 and incorporates ISO 13485:2016 by reference with FDA-specific provisions. This regulatory alignment helps organize evidence, while the actual US obligations and applicable exemptions still require review for the product and establishment concerned. 18

For a terminally sterilized product, give packaging evidence its own row. ISO 11607-1 addresses materials, sterile barrier systems and packaging systems intended to maintain sterility until use. Its scope is different from a general quality-system certificate. The technical reviewer should connect the relevant packaging evidence to the configuration and claim being offered, including any changes that affect the basis for an expiry or transport statement. 19

Use the matrix to ask a narrow question: does the supporting evidence cover this package, product and claim? A report identifier without scope is insufficient for that decision. Record the study configuration, relevant conditioning and acceptance basis, together with the responsible reviewer's conclusion. If evidence is commercially sensitive, arrange an appropriate review route rather than replacing it with a generic marketing statement.

The next rows cover performance and use. Record the buyer's requested attribute, its acceptance criterion and the report that addresses it. Separate a measured result from a declaration and from a rationale for applicability. This makes the strength of the evidence visible. A sample can support specific inspections or tests, but one attractive sample does not establish the performance of every configuration or the control of future batches.

Finally add delivery, labeling and change obligations. The evidence has to remain applicable when the order is manufactured and shipped. Include the configuration approved for supply, the artwork version, required languages, batch records, agreed remaining shelf life and the process for notifying the buyer of relevant changes. UNICEF's requirements provide a concrete example of post-award modification notification, illustrating why the dossier continues to matter after selection. 7

Work through a sterile consumable offer before quoting

Consider a deliberately hypothetical distributor preparing an offer for a sterile wound-care consumable. The buyer requests two sizes, a defined packaging presentation and a delivery schedule. The distributor holds current quality-system information and a technical report for one size. A second size uses a different package. The exercise is to identify what can be claimed today and which questions need resolution before bid approval.

First, freeze the offer's identity. Assign a row to each size and package combination and link it to the manufacturer's reference. Compare the intended use in the offer, label and supporting regulatory documentation. If the wording differs, record the substantive difference and obtain the responsible regulatory assessment. Merely standardizing the product name in a sales spreadsheet may hide a meaningful difference in the offered claim.

Second, map the available report. Determine whether its scope explicitly includes the second size and packaging configuration, or whether a documented applicability assessment is required. The matrix should show the evidence actually available. It should avoid calling the second configuration validated simply because it shares a material or brand with the first. Packaging scope remains a technical question linked to the claimed protection and expiry. 19

Third, construct the delivery calculation. Use the batch age expected at allocation, the planned manufacturing and release sequence where relevant, the transport route and the contractual acceptance milestone. Enter the buyer's remaining-shelf-life threshold exactly as stated. Run a plausible delay scenario using identified assumptions. If the offer becomes nonconforming under that scenario, operations and commercial staff need to agree the mitigation before the price and delivery date are committed.

Fourth, reconcile the sample plan. The product reference, size, lot, packaging and artwork accompanying each sample should correspond to the evidence and proposed supply. Record what the buyer intends to evaluate from the sample. If a destructive test is requested, plan the required sample quantity and retain the identity trail. The review should preserve the distinction between the sample evaluated and the production configuration eventually supplied.

Fifth, price the complete obligation. Identify which requested tests, documents, translations, inspections, shipping services and post-award support are included. State assumptions through the buyer's permitted format. A low unit price with an unresolved testing obligation has an unknown cost basis. A clear scope also helps the buyer compare offers that would otherwise appear equivalent while transferring different work to the purchasing organization.

At the approval meeting, give each unresolved item a disposition: evidence accepted, further evidence required, clarification pending, variant removed or bid declined. These are proposed management choices, not a universal procurement scoring system. The purpose is to make the final offer internally consistent and to keep a commercial deadline from silently deciding a technical question.

Assign review ownership and change triggers

The age of the WHO sheets demonstrates why a calendar reminder alone is insufficient. A quarterly review can be useful, but changes affecting an active offer need prompt assessment when they occur. Define the events that trigger review: a solicitation amendment, changed product configuration, revised authorization, certificate scope change, altered sterilization route, new packaging evidence or a different destination and delivery condition. 1

Give each trigger an owner and an affected-row list. A packaging change may reach expiry evidence, artwork, transport assumptions and sample identity. A manufacturing-site change may reach quality-system scope, authorization and product-specific qualification. The matrix makes these connections inspectable. It should record who decided whether the existing evidence remained applicable and what additional action followed.

Avoid using document age alone as a pass-fail rule. Some records have an explicit expiry; others remain relevant because the product, process and evidence basis remain applicable. The reviewer needs to distinguish an expired certificate, an obsolete instruction and an older but still applicable report. A single automated red flag for all older files would create administrative noise while missing configuration changes in recent ones.

Preserve the submitted package and the subsequent clarification history as a controlled snapshot. Store later revisions separately with a clear relationship to the original offer. When the buyer asks which evidence supported an accepted variant, the team should be able to reconstruct that decision without relying on somebody's inbox or memory.

For management, useful measures include unresolved mandatory requirements, time to close each type of gap, repeated clarification topics and discrepancies found before submission. These are proposed internal process measures. The public datasets in this report supply no benchmark for the number of hours a tender dossier should take, no ranking of the most frequent rejection reasons and no guaranteed effect on award probability.

Where VEMERIX fits in the evidence discussion

For a VEMERIX enquiry, begin with the specific product and destination under consideration. Use the product portfolio to identify the reference, then request the relevant technical and registration information through the quality information and contact routes. A useful enquiry includes intended use, configuration, destination, buyer specification and planned delivery conditions.

This report supplies a method for evaluating such evidence. It makes no assertion that every portfolio item holds a particular market authorization, WHO prequalification or UNICEF award. The same configuration-level checks should govern a VEMERIX offer as any other supplier's. The next commercial step is to resolve the exact evidence required for the proposed transaction, with the responsible manufacturer and buyer reviewing the applicable records.

Methods and limits

The WHO analysis uses the August 26, 2026 archived normalized export of two public workbooks. We grouped field rows by collection, sheet index and device name, counted nonempty values and searched exact standards strings case-insensitively. Every sheet contributes at most one count per standard. These measures describe document content and completeness of selected fields; they establish no current conformity status, device safety result or legal requirement. Input hashes and the full sheet index accompany the public supplement. 1

The CMS analysis uses the selected procedure export captured in June 2026 and archived in August. We retain only national rows, verify unique year-code-setting keys and sum service units by the supplied category and year. Payment estimates multiply each row's service units by its reported mean Medicare payment; rounding in the source can affect reconstructed totals. All dollar amounts remain nominal. The fixed-basket comparison retains codes observed in 2013 and tests composition sensitivity without claiming constant clinical or coding conditions.

The source selection covers six families, fee-for-service Medicare practitioner services and the years available in the export. It excludes other payer populations and separate facility or DME claims. It contains no consumable purchase quantities, bid outcomes or patient-level linkage. Using it for a product demand forecast requires additional evidence connecting services, products and customer purchasing behavior.

The evidence lanes are intentionally separate. Historical WHO sheets reveal specification structure and version risk; current technical and prequalification documents identify particular buyer or program requirements; UNICEF price publications describe scoped commercial terms; CMS supports an original analysis of service and payment definitions. Recommendations about matrices, review ownership and bid decisions are our synthesis of those sources, with hypothetical examples labeled as such.

Questions a bid team should settle early

Can one dossier serve several buyers?

Shared evidence can be reused when its scope covers the offered configuration and claim. The submission still needs a buyer-specific applicability check. Record which documents answer the new solicitation, which need an updated presentation and which leave a substantive gap. Reuse works best when the original evidence is easy to trace and its limits remain visible.

Does a recent WHO download prove a specification is current?

Check the document's own edition and revision history. In this audited collection, the recorded changes remain in 2012–2014 despite collection in 2026. The official publication page, the workbook fields and the current product-specific requirements each have a role. A retrieval date is evidence of access, not of technical revision. 1

Can a CMS service count be converted into disposable units?

Only after establishing the relevant service definition and an evidence-based product-use model for the target population and setting. The debridement add-on analysis shows how a straightforward code sum can overstate an operation count before product conversion even begins. Preserve the claims measure and show every additional assumption separately. 1

What should stop an offer from being approved internally?

A material requirement with unresolved applicability, missing evidence, an unsupported claim or an infeasible delivery assumption needs an explicit decision. The appropriate response may be further testing, buyer clarification, a narrower configuration or declining the bid. The matrix is useful when it makes those decisions visible before a commitment is made.
