The SKU and the number on the offer
A distributor or hospital buyer sourcing male circumcision consumables often receives one documentation pack for several SKUs: a circumcision stapler or ring, and a post-operative protective garment sold under a name such as Circum-CARE. The useful question is which number on that pack covers the garment. The Circum-CARE product page records a Class I filing, Lu Wei Mech Filing 20190014. The stapler, the ring, and the anastomat kit each record a different Class II registration.2, 3
English search results for the garment are mostly marketplace listings and aftercare advice. They do not answer which Chinese document to accept. This guide stays on that document decision. It does not say which dressing to apply, how to manage pain, or when ordinary clothing is appropriate.
Which Chinese number is the pants filing?
Filing voucher and registration certificate
SAMR Decree No. 47 separates two acts. Registration is an application that the drug regulatory department reviews for safety, effectiveness, and quality management, and then approves or refuses. Filing is the submission of filing documents that the department places on record.1 Article 8 then assigns the domestic work: a Class I filing goes to the drug regulatory department of the city divided into districts; a Class II registration is reviewed by the provincial department, which issues the registration certificate after approval; a Class III registration is reviewed by NMPA. An import Class I filing goes to NMPA, not to the city.1
Article 86 says filing for a Class I device is conducted before manufacturing. Article 87 says the filing applicant submits the filing documents in order to obtain the filing number. Article 88 covers a later change: if the filing information table or the filed product technical requirements change, the filing entity applies to the original filing authority. Article 105 adds a post-filing check. If the filing materials are found to be non-standard, the filing department orders rectification within a time limit.1 Those clauses are the reason a Class II registration certificate and a Class I filing voucher are different documents. They do not say that a Class I file receives no later supervision.
How to read 械备 and 械注准
Article 116 sets the Class I filing number as ×1械备××××2××××3. The first component is the abbreviation of the place where the filing department is located. For a domestic Class I device, that abbreviation combines the province, autonomous region, or municipality with the city divided into districts. The character 国 in that position means an import Class I device. The next four digits are the year of filing. The last four digits are the filing serial.1
On that pattern, 鲁威械备20190014号 reads as Shandong (鲁) plus Weihai (威), a Class I filing (械备), year 2019, serial 0014. The pattern is how a buyer recognizes the instrument. The voucher is still the document that shows the product name, the holder, the scope, and the models.
A registration number follows Article 115, not Article 116: ×1械注×2××××3×4××5××××6. For a domestic device the registration-form character is 准. The four digits after that are the year of initial registration. The next digit is the classification. The following two digits are the product classification code, and the last four are the initial serial. On the catalogue numbers below, the classification digit is 2, which matches the Class II status printed on those product pages.1, 3 The characters 械注准 and 械备 are the first visual split. A pants shipment cited against a 械注准 number is cited against a registration for a different SKU.
The circumcision numbers that sit beside the pants
The public catalogue keeps four urology numbers apart. Only one of them is the pants filing recorded for Circum-CARE.
| Product page | Number on that page | Instrument | What that page supports | Use it for the pants? |
|---|---|---|---|---|
| Circum-CARE Post-op Protective Pants | Lu Wei Mech Filing 20190014 (鲁威械备20190014号) | Class I filing | A protective garment for circumcision and outer-genital surgery aftercare. The page states hypoallergenic fabric, a multi-size adult and pediatric fit, and a structure that keeps the dressing in place during ambulation. It does not state a sterile claim, an FDA product code, a CE mark, model codes, or a healing claim. | This is the catalogue number. Match it to the voucher before citing it. |
| Disposable Circumcision Stapler | Lu Mech Reg. 20192020192 (鲁械注准20192020192) | Class II registration | A single-use stapler for resection and anastomosis in one motion, supplied factory EO sterilized. | No. Different device. |
| Circumcision Device | Lu Mech Reg. 20172020238 (鲁械注准20172020238) | Class II registration | A single-use biodegradable ring, sutureless, EO sterilized, and CE marked on that page. | No. Different device. The CE mark on this page does not move to the pants. |
| Circumcision Anastomat Kit | Lu Mech Reg. 20162020372 (鲁械注准20162020372) | Class II registration | A single-use kit in adult and children variants, EO sterilized, described as pairing the anastomat with the consumables for the procedure. This registration is separate from 20192020192. | No. Different device. |
The product pages are the company's statement of which number belongs to which SKU. They are not an extract from the provincial or municipal publicity database. A supplier who offers 20192020192, 20172020238, or 20162020372 as the document for the pants is offering a registration for another product. Reject that substitution and ask for the 20190014 voucher.2, 3
Why does an FDA search for protective underwear land on the wrong code?
A US importer who searches the FDA classification database for protective pants or protective underwear will meet two familiar records: product code EYQ under 21 CFR 876.5920, and surgical apparel under 21 CFR 878.4040. Both are real device types. The identification sentence of each one describes a different garment from the pants on the Circum-CARE page. Holding a Chinese Class I filing does not select either code.2, 5, 8
Product code EYQ and 21 CFR 876.5920
The current eCFR identification of a protective garment for incontinence is:5
A protective garment for incontinence is a device that consists of absorbent padding and a fluid barrier and that is intended to protect an incontinent patient's garment from the patient's excreta. This generic type of device does not include diapers for infants.— 21 CFR 876.5920(a)
The same section classifies that generic type as Class I, exempt from 510(k) subject to the limitations in 21 CFR 876.9, and exempt from the quality management system regulation in 21 CFR Part 820 except for records and complaint files under 21 CFR 820.35.5 The FDA product-code page for EYQ still prints an older GMP note. It cites 21 CFR 820.180 and 820.198, and it limits that exemption to a device that is not labeled or otherwise represented as sterile.6 For the section numbers, the current text of 876.5920 controls. The product-code note is stale on 820.180 and 820.198. It remains relevant as a warning that a sterile claim changes the GMP picture the database itself still prints.
The Circum-CARE page does not describe absorbent padding or a barrier against excreta. A commercial display for filing 20190014 describes a movable cover, a base sheet, and cotton pants, supplied non-sterile, to protect a surgical site from compression without contacting the wound.2, 4 That is a different identification from 876.5920. EYQ is the wrong product code to paste onto the pants because the identification does not match. This article does not choose a replacement code.
Surgical apparel under 21 CFR 878.4040
The identification of surgical apparel is:8
Surgical apparel are devices that are intended to be worn by operating room personnel during surgical procedures to protect both the surgical patient and the operating room personnel from transfer of microorganisms, body fluids, and particulate material.— 21 CFR 878.4040(a)
The examples in that section are caps, hoods, masks, gowns, shoe covers, and isolation gowns. Scrub suits are excluded. Surgical gowns and surgical masks are Class II. Surgical apparel other than gowns and masks is Class I and 510(k)-exempt, subject to 21 CFR 878.9.8, 9 The wearer in the identification is operating-room personnel during the procedure. The Circum-CARE page describes a garment for the patient after circumcision or other outer-genital surgery.2 Patient aftercare wear does not meet the operating-room personnel identification.
When 21 CFR 876.9 and 878.9 still require a 510(k)
Each of those exemptions has its own limitation section. For the incontinence garment, the limitation is 21 CFR 876.9. For surgical apparel, it is 21 CFR 878.9. Paragraph (a) of 878.9, which matches paragraph (a) of 876.9, says a 510(k) is still required when:7, 9
The device is intended for a use different from the intended use of a legally marketed device in that generic type of device; e.g., the device is intended for a different medical purpose, or the device is intended for lay use where the former intended use was by health care professionals only.— 21 CFR 878.9(a); the same clause appears in 21 CFR 876.9(a)
Two different mistakes follow. If the pants are outside the identification, they are not in that generic type, so the exemption for that type is not available to them. If someone argues that they are in the type but labels them for a different medical purpose, paragraph (a) still requires a premarket notification before commercial distribution. Applying 878.9 to an EYQ argument is the wrong section: EYQ sits in Part 876, so the limitation to read is 876.9. A Chinese filing is not that notification. The Circum-CARE page records no FDA product code and no 510(k) number.2 Absence of a code on the company page is not a search of FDA registration and listing. It means the importer cannot invent EYQ or 878.4040 from the Chinese voucher.
| Question | 21 CFR 876.5920 / EYQ | 21 CFR 878.4040 | Circum-CARE page, plus the 20190014 commercial display |
|---|---|---|---|
| Identification | Absorbent padding and a fluid barrier for an incontinent patient's excreta | Apparel worn by operating-room personnel during surgery | Product page: post-operative protective garment that keeps a dressing in place. Commercial display for 20190014: shield the site from compression and do not contact the wound. |
| 510(k) exemption | Class I, exempt subject to 21 CFR 876.9 | Class I for apparel other than gowns and masks, exempt subject to 21 CFR 878.9 | No FDA product code is recorded on the product page. This article assigns none. |
| Quality-system note | Current 876.5920 excepts records and complaint files under 820.35. The EYQ page still cites 820.180 and 820.198, and it still limits GMP exemption to a device not represented as sterile. | The identification section does not grant the incontinence GMP exemption. | The commercial display says non-sterile supply. A sterile claim would need its own file and would change the EYQ GMP note if someone were wrongly inside that code. |
| Use for these pants | The excreta identification does not match. | The operating-room wearer does not match. | Match the Chinese voucher. Do not borrow either US code from it. |
When is a healing claim a different EU purpose?
EU class follows the manufacturer's intended purpose under Annex VIII of Regulation (EU) 2017/745. The 5 May 2017 text contains 22 classification rules. A Chinese filing does not assign one of them. The buyer's job is to keep the purpose written in the EU technical documentation aligned with the purpose the voucher and the label will actually state.10
Rule 1 and Rule 4
Rule 1 classifies all non-invasive devices as class I, unless one of the rules set out hereinafter applies.10 Rule 4 applies to non-invasive devices which come into contact with injured skin or mucous membrane, and also to invasive devices that come into contact with injured mucous membrane. In that 5 May 2017 text, Rule 4 then splits the class by purpose:10
- Class I if they are intended to be used as a mechanical barrier, for compression, or for absorption of exudates.
- Class IIb if they are intended to be used principally for injuries to skin which have breached the dermis or mucous membrane and can only heal by secondary intent.
- Class IIa if they are principally intended to manage the micro-environment of injured skin or mucous membrane.
- Class IIa in all other cases.
The commercial display for 20190014 says the product protects the surgical site from compression and does not contact the wound.4 If the voucher and the label say the same thing, Rule 4's opening condition — contact with injured skin or mucous membrane — is not the purpose being claimed. Rule 1 is the rule that keeps a non-invasive device in class I unless a later rule applies. A Rule 4 class I reading, the mechanical-barrier indent, applies when the device does contact injured skin and the purpose is barrier, compression, or absorption of exudates. Those are two different sentences. The product-page feature "skin-safe at the wound margin" does not choose between them.2
In the same 5 May 2017 text, Article 52(7) has the manufacturer of a class I device, other than custom-made or investigational devices, draw up the technical documentation in Annexes II and III and issue the EU declaration of conformity. Notified-body involvement in that paragraph is limited to devices placed on the market in sterile condition, devices with a measuring function, and reusable surgical instruments.10 That route is available only after the class is class I and those extras are absent. This article does not make that classification for the pants. A sterile claim would change the Article 52(7) picture even inside class I.
What MDCG 2021-24 says about wound healing
MDCG 2021-24 is guidance. It explains Rule 4 with the manufacturer's intended purpose, including this example: a polymeric film dressing is class IIa if the intended use is to manage the micro-environment of the wound, and class I if the intended use is limited to retaining an invasive cannula at the wound site. The guidance then says:11
A claim that the device is interactive or active with respect to the wound healing process usually implies that the device is at least class IIa.— MDCG 2021-24, Rule 4 explanation
The word "usually" is in the guidance. The example of an interactive or active role in wound healing is the sentence to take seriously. The guidance does not say that every pain-relief line is class IIb, and it does not say that a mechanical barrier which also happens to be class I functions becomes class IIa by length alone. Most dressings that fall in class IIa or IIb also perform a class I function such as a mechanical barrier. The highest applicable purpose governs. Copying a healing claim into the intended purpose is what moves the file. Leaving that sentence off the label, the instructions, and the technical documentation is what keeps Rule 1 or the Rule 4 mechanical-barrier indent available to be argued.10, 11
Seller pages that reuse the name
A BRJ Medical page uses the Circum-Care name and prints model codes C-S, C-M, C-L, C-XL, A-S, A-M, and A-L. It also prints supply without ethylene-oxide sterilization, a three-year quality period, HS code 6107120000, and cover materials EVA and PP. Its feature list includes wound protection after circumcision, wound-healing promotion, pain relief, and reduction of the risk of inflammation. A FAQ on the same page says the underwear is designed to protect the wound and promote healing.12
Those healing, pain, and inflammation lines do not appear on the VEMERIX Circum-CARE page.2 The same model-code strings do not prove the BRJ page is the 20190014 file. The commercial display for 20190014 describes a polyester cover and base and cotton pants. The BRJ page describes EVA and PP covers.4, 12 A shared trade name and a shared code list are a reason to compare the voucher, the composition, and the legal manufacturer. They are not a reason to paste the BRJ healing lines into a tender or an EU intended purpose. The HS code and the three-year quality period are sentences on that seller page. They are not a customs ruling and not the five-year term of a Chinese registration certificate.
A separate 3618med listing for Jiangsu Jingrun prints 苏宁械备20230048 in a field labeled as a product registration number. The characters are a filing number, 械备, from a different province and a different company. The listing's model series is JRBZ, not C-S through A-L. It describes non-sterile supply and an expected use of helping fix a dressing after male circumcision or other surgery on the scrotum or penis, isolating the site, protecting it from impact and compression, and not contacting the wound. Elsewhere on the same page, a consumer sentence says the garment can reduce wound pain.13 The expected-use paragraph and the pain sentence are both on the listing. Only the expected-use paragraph is the scope line a buyer would compare with a voucher. The pain sentence stays out of a technical file that is trying to remain a mechanical shield.
| Purpose the manufacturer actually states | Clause to read | Class that clause states | What this article does with the pants |
|---|---|---|---|
| Non-invasive shield, no contact with injured skin, no later rule applies | Annex VIII Rule 1 | Class I | This matches the no-contact sentence on the 20190014 commercial display, if the voucher says the same thing. It is not an EU certificate. |
| Contacts injured skin as a mechanical barrier, for compression, or to absorb exudates | Rule 4, first indent | Class I | A different purpose from "does not contact the wound." Use it only if the label says contact. |
| Principally manages the micro-environment of injured skin or mucous membrane | Rule 4 | Class IIa | Do not add this purpose in order to sound more clinical. |
| Interactive or active in the wound-healing process | MDCG 2021-24 on Rule 4 | Usually at least class IIa | The BRJ "wound healing promotion" line is this kind of sentence. Keep it out of the Circum-CARE file. |
| Principally for injuries that have breached the dermis and can heal only by secondary intent | Rule 4 | Class IIb | The pants pages reviewed here do not state this purpose. |
| Class I, non-sterile, no measuring function, not a reusable surgical instrument | Article 52(7) in the 5 May 2017 text | Manufacturer's declaration, Annexes II and III | Available only after the class decision. A sterile claim brings the notified body in for sterility. |
What does the incoming file have to show?
The filing number is the start of the check, not the end of it. For 20190014, the voucher should be read for the holder, the scope, sterile status, and the model list. A commercial device-data page, fetched on 30 September 2026, displays the following for 鲁威械备20190014号. Treat each line as a display to confirm, not as the voucher:4
- Holder. 威海美迪森医疗器械股份有限公司 (Weihai Medison Medical Equipment Co., Ltd.). The page also displays a Weihai address. Match the name and the address on the voucher. Do not assume a marketplace address line is the plant address on the company website.
- Generic name. 外生殖器术后保护罩.
- Composition displayed. A movable cover, a base sheet, and pants. The pants are described as cotton fiber. The cover and the base sheet are described as polyester. Supplied non-sterile (非无菌提供).
- Scope displayed. For use after male external genital surgery, to protect the surgical site from compression, and it does not contact the wound (不接触伤口).
- Models displayed. C-S, C-M, C-L, C-XL, A-S, A-M, A-L. The page does not define C or A as child or adult.
The VEMERIX product page says "multi-size fit for adult and pediatric" and does not print those seven codes.2 The BRJ page maps Child-S through Child-XL and Adult-S through Adult-L onto the same code strings, with different cover materials.12 Use the model list on the voucher for the invoice. Do not import the BRJ age table, and do not invent a size name that the voucher does not list. A non-sterile statement means the garment is not the sterile primary dressing. This guide does not specify which dressing the clinician uses.
A label that says the product contacts an open wound, or that it promotes healing, does not match the scope displayed for 20190014. That mismatch is a reason to stop and reconcile the label with the voucher. It does not, by itself, cancel a filing the buyer has not read. If the filed product technical requirements have changed, Article 88 is the change-of-filing path at the original filing authority.1
Why can one generic name show two filing numbers?
The same commercial page lists 鲁威械备20190028号 under the same company name and the same generic name, 外生殖器术后保护罩.4 The 20190028 record was not opened for this review, so its scope, models, and composition are not described here. The buyer rule does not need that second scope. The same generic name, and even the same company, can appear on more than one filing number. The Circum-CARE page records 20190014. A contract for that SKU should cite 20190014 and the voucher that belongs to it, not "any filing under this generic name."
The page does not say why two numbers exist. A difference in composition, a component sold alone, or a later change of filing are possible explanations in the filing system. They are not findings about 20190028. Article 111 says the unit of registration or filing is, in principle, set by technical mechanism, structural composition, performance indicators, and scope of application.1 That is a reason two files can share a catalogue name. It is not a description of the unopened record.
The 30 June 2026 date on the commercial page
The commercial page labels a field 批准(备案)日期 and prints 2026-06-30 on the 20190014 record.4 That is the page's own label for an approval or filing date. It is not identified on the page as a crawl timestamp. It is also not the voucher.
Article 58 says the period of validity of the medical device registration certificate is five years.1 That sentence is about a registration certificate. The filing chapter, Articles 86 to 89, does not copy the five-year term onto a Class I filing number, and it does not say a filing lasts forever. Renewal under Articles 82 to 85 is renewal of a registration certificate. A change to the filing information table or the filed product technical requirements goes through Article 88.
A 2019 serial with a 2026 date on a commercial page can be a change of filing, a re-filed record, or a database error. This review did not retrieve the voucher, so none of those readings is adopted. The date is not evidence that NMPA Announcement No. 52 of 2026 reclassified the pants. Announcement No. 52 has its own procedure, covered in which certificate covers a Chinese device after a class change. It is not established by a date field on a commercial index.
Document check before the purchase order
| Check | Accept when | Stop when |
|---|---|---|
| Instrument | The voucher is a Class I filing and the number is 鲁威械备20190014号, matching the Circum-CARE page. | The offer attaches 鲁械注准20192020192, 鲁械注准20172020238, or 鲁械注准20162020372. |
| Holder | The legal name on the voucher is 威海美迪森医疗器械股份有限公司, and the brand on the pack is the brand being purchased. | The voucher names a different company, or the brand on the pack is only a marketplace title. |
| Sterile status | The voucher, the label, and the carton agree. The commercial display says non-sterile. | A seller claims ethylene-oxide sterilization that the voucher does not state, or the carton says sterile with no sterilization file. |
| Wound contact and purpose | The scope on the voucher matches the label. The commercial display says the product does not contact the wound and protects the site from compression. | The label claims direct wound contact, wound-healing promotion, pain relief, or reduced inflammation that the voucher does not state. |
| Models | The invoice codes are the codes printed on the voucher. The commercial display lists C-S, C-M, C-L, C-XL, A-S, A-M, and A-L. | The invoice uses a size name that the voucher does not list, or it copies an age table from a different seller. |
| US and EU shortcuts | The destination file is built from the labeled purpose. EYQ, 878.4040, and a Chinese filing are kept as separate questions. | The pack uses EYQ, surgical-apparel exemption, or the ring's CE mark as the pants authorization. |
Where VEMERIX fits—and where due diligence still begins
VEMERIX is the international brand of Weihai Medison Medical Equipment Co., Ltd., positioned as a Minimally Invasive Surgery Total Solution Platform serving urology, vascular surgery and perioperative care. On the Circum-CARE page, the pants are the Class I filing Lu Wei Mech Filing 20190014. The useful next step is to request that voucher, compare its scope and model list with the purchase order, and request samples in the models being ordered.2
The commercial display adds a composition, non-sterile supply, a no-contact scope, and seven model codes. Those details belong in the check only after they appear on the voucher. The product page does not state a sterile claim, a healing claim, an FDA product code, or a CE mark. The CE mark recorded for the circumcision ring stays on that ring. A buyer placing the pants in the United States or the European Union still has to classify the labeled purpose in that market.2, 3
Sample review and the filing pack can start from the Circum-CARE product page or the contact desk.
Frequently asked questions
Does NMPA Announcement No. 52 of 2026 reclassify these pants?
Nothing in the commercial record or the product page shows that. Announcement No. 52 is the procedure for a certificate after a class adjustment. It is not a product annex, and a date field on a commercial page does not apply it to this SKU. The procedure, including what the announcement does not do, is in which certificate covers a Chinese device after a class change.
Can a buyer paste a seller's wound-healing, pain-relief, or inflammation lines into a tender?
Those lines are on the BRJ page that uses the Circum-Care name. They are not on the VEMERIX Circum-CARE page. MDCG 2021-24 says a claim that the device is interactive or active in wound healing usually implies at least class IIa. Pasting the healing line into an EU intended purpose changes the purpose the file has to support. It does not create the notified-body documentation by itself, and it does not assign class IIb. Keep the seller's pain and inflammation lines out of the technical file as well. The guidance's quoted example is the wound-healing process.2, 11, 12
Is 30 June 2026 on the commercial page a renewal or a class change?
Not established. The page labels the field as an approval or filing date. Article 58's five-year term applies to a registration certificate. A change of the filing information goes through Article 88. The voucher was not in hand for this review, so the date is not treated as a renewal, a class change, or a confirmed change of scope.1, 4
Does the Chinese Class I filing replace an FDA listing or an EU classification?
No. The filing is the China record for the device that was filed. US identification is the labeled purpose read against the regulation text. Product code EYQ and 21 CFR 878.4040 do not match the pants identification reviewed here, and 21 CFR 876.9 or 878.9 can still require a 510(k) when the intended use differs inside an exempt generic type. EU class follows Annex VIII for the purpose the manufacturer states. The ring's CE mark is not the pants' CE mark.3, 5, 7, 10
